Paraguayan Soft Power: how a small country can develop influence through culture

Abstract

This article aims to analyze how Paraguay can utilize its culture and national identity as instruments of soft power, strengthening its presence and influence in the international arena. The research, of a qualitative nature, is based on bibliographical and documentary review, seeking to understand how cultural, historical, and linguistic elements can be transformed into diplomatic and symbolic resources. The analysis shows that the Spanish-Guarani bilingualism, artistic manifestations, and intangible cultural heritage constitute potential tools for international projection, although limited by institutional challenges and the lack of consistent cultural policies. It concludes that, despite being a small country in terms of territory and economy, Paraguay has the potential to consolidate an authentic and effective soft power, based on its cultural richness and the appreciation of its national identity.
